[Katniss hasn't been here very long, but it's been long enough to make her see that she's nowhere in or near 13, and that the people here couldn't possibly be from 13 either. So where is she? How did she end up here after falling asleep in her newly assigned bunk with Johanna?
Wandering around this strange place doesn't exactly assure her she's in no real danger, but it doesn't damage what little calm she has either. So at least there's that. She feels ridiculous in her plain standard-issued clothes from the underground district, but that's the least of her worries. Kind of. It just reaffirms her uneasiness with the fact that everything looks so off here, and she couldn't figure out why. She just needs to find someone that had answers.
Her pace is quick as she jogs around, eyes looking out for anyone that seems suspicious of wary of her, but nobody seems to recognize her. Not even enough for a second glance. Which doesn't really assure her either, since (unfortunately) she's sure by now that all of Panem knew her face.
She's about ready to scream - shut her eyes tight and scream until she wakes up from this unnerving dream in which she's surrounded by strangers and yet still so alone, without a weapon or a sense of purpose, but that's when she sees her--] Prim! [The one person she needed to see to feel any sense of relief, in any situation. Though she's torn up by it, because it's all very selfish to find comfort in the fact that she's here with her. Because what if 'here' isn't safe?

She jogs straight towards the swing where she sits, and she tries to ignore the pang of guilt she feels over how odd it is seeing her sister doing something so... normal, for a girl her age. Instead of being forced to act grown-up too fast like life has been forcing her to as of late, because of her.]
